Scope: Historical band: 21-24 until 2021-03-31, narrowed to 21-22 when 23+ joined the NLW (SI 2021/329), abolished 2024-04-01 when 21+ joined the NLW (SI 2024/432). Terminal status repealed; excluded from band-monotonicity invariants per spec §3.1. Needed for as-of queries 2016-2024.
