Scope: A published statistic, not a statutory figure: no instrument states these numbers, and the record exists because regulation 8B of the 2009 Regulations computes the repayment threshold variable from two of its Marches. Single-source by design (D24): regulation 3(1) names one publisher by title, so a second official page printing the index is a copy of the ONS figure and not an independent reading. The window opens at March 2022, the earlier March of the first year any threshold in this corpus derives (the plan 1 year ending 5 April 2025 reads March 2023 over March 2022), and carries every published month after it because a schedule's rows tile its axis.

Authored 2026-09-15 from the CSV the relay parked on the 2026-09-15 walk: 475 months, January 1987 to July 2026, "Release date" 19-08-2026. The value is dated by that row of the file and never by an author; a later release is a new value carrying the previous rows plus the new ones (ADR-0013 §8). The nightly judges this document with the ONS reader, not a substring matcher.
