Compiler's notes
An SI carry (ADR-0014): SI 2001/3256 reg 2(2) substituted paragraph (1) WHOLE ("The following paragraph shall be substituted for paragraph (1)"), so there is no value-level substitution for NF-1 to re-derive and the new paragraph carries no provision id in the amender's as-made document. The evidence is the pair: the 1998 Regulations' current view and SI 2001/3256 as made, both hashed and recomputed at Gate 2. Note what the probe is and is not saying — regulation 13 has been amended repeatedly since 2001 (paragraph (2) omitted, (A1) inserted, (14) to (18) added), but nothing has touched paragraph (1) itself, which is the provision this value sits in. One value only: the amending instrument's own explanatory note records that it also revoked the provisions limiting the entitlement to workers continuously employed for thirteen weeks and the spent provisions for leave years beginning before 23 November 1999, so there is history here — and it waits for a parser that can read a block substitution.
