Compiler's notes
An SI carry (ADR-0014), and a HOST-STATES one: SI 2002/3128 reg 12 touched regulation 11's paragraphs (1), (2) and (7) only, so nothing has amended paragraph (3) and the 1998 Regulations state the value by their own words. Both documents are hashed into this record and the verdict recomputed at Gate 2. The locator carries paragraph (3)'s own subject clause and its seven-day period, because "48 hours" also stands in paragraph (2)(b) and in regulation 4(1).
