Compiler's notes
An SI carry (ADR-0014): SI 2007/2079 reg 2(2) INSERTED regulation 13A whole, so there is no value-level substitution for NF-1 to re-derive and the inserted text carries no provision id of its own in the amender's as-made document. The evidence is the pair: the 1998 Regulations' current view, where the value is today, and SI 2007/2079 as made, the frozen witness that put it there. One value only: nothing preceded this cap, because nothing preceded regulation 13A.
