Compiler's notes
An SI carry (ADR-0014): SI 2007/2079 reg 2(2) INSERTED regulation 13A whole — the same insertion that carries the 28-day cap — so there is no value-level substitution for NF-1 to re-derive and the inserted text has no provision ids in the amender's own document. The evidence is the pair: the 1998 Regulations' current view and SI 2007/2079 as made, both hashed and recomputed at Gate 2. This is the corpus's FIRST scalar ratio: 1.6 weeks is neither money nor a whole count, and ADR-0013 put ratio in the vocabulary for exactly this. The locator carries paragraph (2)(e)'s own leave-year clause because "1.6 weeks" also stands twice in regulation 26A.
